The Inspectorate Safety and Justice will investigate the use of the brace. Minister Ard van der Steur (Security and Justice, VVD) has requested this investigation following the death of Mitch Henriquez. It reports the ANP.
The nekklem is a method that sometimes the police deployment to keep a suspect under control. Henriquez called after a festival last month that he was armed, in which five officers harassed him. He eventually died of oxygen deprivation after the chokehold was used in his arrest. His death led to days of protests and riots in the Hague Schilderswijk.
While the death of Henriquez is the reason for the investigation, which should be completed next year, the inspection focuses on the use of the nekklem in general. The cause of death is being investigated by the National Police Henriquez.
Even before the death of the nekklem Henriquez was a controversial method. In many American cities, the stranglehold already banned.
Superintendent Gerard Bouman of the National Police investigation called tonight in the talk show Dutch Affairs “a very good plan.” Bouman said the nekklem not trained in police training and that the method could not be “fixed base” in the police practice
