The city council is indeed the democratically elected head of Leeuwarden, but does not itself decide on the new asylum center.

It is a remarkable trend in Leeuwarden and in other municipalities: increasingly there around sensitive subjects talk of ‘indirect decision. Mayor and Aldermen take the actual decision while the council is merely a recommendation.
