The news came to light through the Apple Store, where the update is described in detail:

So-called ‘Sightings’ now indicate which characters in the neighborhood. It’s only Pokémon that are in your area.

Also, these observations also added to Pokéstops so you know in advance which Pokémon you can expect there.

If you select a character, there also is a tracker screen which indicates where you should look around. It is this feature that we are happy, as it saves a lot of time if you already know where you should be.
