Children’s Ombudsman Marc Dullaert calls the help for children and young people a great testing ground ‘, since that has become a task on January 1, 2015 of the municipalities. Access to the youth is not well enough organized and Dullaert fears that children who need help are not timely manner. “We are doing construction, but the store is already open.”
According to a study of the youth that Friday municipalities appear very busy sorting out their own organization. Most municipalities have filed access to the youth in a neighborhood team, but they are often not well organized. Thus, there is uncertainty about the duties, powers and approach. Moreover neighborhood teams do not always have the right knowledge, such as writing a request for investigation to the Council for Child or recognizing child abuse.
The appeal of families on their “own strength” is one of the goals of decentralization, but the Children’s Ombudsman wondered whether that approach is not too much a mantra, while sometimes needs to be taken immediately for the sake of the safety of a child. Also, according to him is not always clear who is in charge when multiple rescuers are involved in a family. “Experimenting is part of a new system, but experiment with vulnerable children is unacceptable,” said Dullaert.

What does go well is helping children and young people who received care before 2015. The Children’s Ombudsman advises local authorities to immediately visualizing what children and young people receive youth. Municipalities should also communicate better go where kids and parents can if they need help. Dullaert recommends to develop yet minimum quality for the youth and advocates a ‘assessment framework’ for the balance between addressing its own power and ensuring the safety of children.
Secretary of State for Public Health Martin van Rijn appreciates that Dullaert thoroughly and critically following the introduction of the new youth system. “Good care for all children is our highest priority.” But he is not satisfied yet. “I am just as parents and children reap the benefits of the improvements we have put in place, we continue with all stakeholders by working hard to improve the youth ”
