Municipalities must offer all infants, including those of non-working parents, at least two sessions per week childcare. They get six years to arrange it.

That’s Minister of Social Affairs Asscher agreed with the municipalities. Tomorrow Asscher light appointments to a news conference at a nursery in Diemen.

From June 1
The Cabinet decided earlier that every child from two and a half years to childcare must be able, if the parents are working or not. Municipalities as from 1 June with a start. They get to 2021 the time to arrange it for everyone. In some places it is time to create shelters.

There are about 40,000 children who now do not go to daycare because both parents do not work. Municipalities get money to also offer parents childcare. Asscher has agreed with local authorities that they will actively inform people about the possibility to bring children to the shelter. Sometimes parents deliberately choose to keep their children at home. But often plays ignorance or a distorted picture of the child involved.

Construction period too long
The construction period of six years receiving communities, is much too long, says association BOinK fathers in child care. “Those are three batches toddlers,” said chairman Gjalt Jellesma. SP MP Tjitske Siderius not understand why it should take so long. “There is excess capacity in childcare, so basically these places may be just.” But it is unrealistic to think that it is much faster, say stakeholders. Now firm agreements have been made with municipalities on the toddler care they call a breakthrough.

D66 MP Steven Van Weyenberg calls it a step in the right direction. “But to really invest in children is needed.” D66 advocates to make the plan of the Economic and Social Council into practice as soon as possible. The SER advises to give all children from two years of the possibility of four half-days a week to go to daycare.

Playgroup disappear
Playgroups have to meet the same standards as childcare, Minister Asscher announced earlier already. In some places that now happened, but not all municipalities have already come. Asscher gives municipalities until 2018 the time: then all kindergartens should be transformed into childcare
