Paid Opstelten 'three times Balkenende norm' to consultant? – Elsevier

                 The Department of Security Minister Ivo Opstelten (VVD) is an IT consultant for a period of two years, 1.3 million paid to solve major computer problems at the National Police.
             

Writes TVNZ Saturday that has appealed to the Freedom of Information Act, a so-called Wob request. It is the newspaper for an annual salary of three times the Balkenende norm (228 599 euros in 2013).

There are no bids were requested from other consultants. The maximum reward was amply exceeded.



Critical report

The consultant, Jo van den Hanenberg, wrote to his appointment as a problem solver a critical report on the IT department of the National Police.

The idea was that Van den Hanenberg from May 2012 up to six months would work for the ministry. But the contract was to designate Opstelten extended several times until May 2014.



Rules

The IT problems were so urgent that the Minister gave permission the rules departing on pay and hiring, the newspaper said. Top incomes Standards Act requires that a minister who wants to give a top official more than the maximum standard does only after approval by the Cabinet. The reward has to be made public later.

The ministry has told the NRC announced that this time could be deviated from the rules because the IT consultant no top official in accordance with the law.
